DUMAGUETE — Police Senior Superintendent Robelito Mariano, Negros Oriental Highway Patrol Group chief, is dismayed over allegations made by a motorist that highway patrol officers planted illegal drugs on his motorcycle during a routine traffic stop.

In a video posted on Facebook by a local media man, a certain Joel Quinones can be seen crying after two packs of what is believed to be shabu were intercepted by highway patrol operatives.

According to Mariano, police tried to pull Quinones over when they noticed he was driving without a side mirror, but Quinones didn't stop, prompting a chase.

Two lighters and a tin foil were also obtained from Quinones, who apparently has a pending warrant of arrest for robbing a pawnshop in Cotobato in 2010. A fake driver's license and fake ID card were also in Quinones' possession.

Quinones disputed the police version of events. He said he drove past the highway patrol officers because of driving violations and he had no money. He added that he is in Dumaguete not to hide but because he was involved in a family dispute.

Police plan to file a case of carnapping, violating the Comprehensive Dangerous Drugs Act, and falsifying public documents.
