President Rodrigo Duterte on Tuesday said the lowest-bid rule in government procurement is the root of corruption.
"'Yang lowest bid na 'yan, that is the source of all corruption, beginning from the national to the local hanggang barangay," he said during the 45th anniversary of the National Economic and Development Authority.
"Bayaran ang governor, ang mayor, Malacañang, engineer, pati barangay captain, hindi ko malaman kung bakit kasali sa bigayan. He has to sign the documents sa completion of projects," Duterte added.
The President is pushing for a Swiss challenge approach or seeking counter-offers for unsolicited project proposals when awarding infrastructure projects.
The government has laid down a P8-trillion pipeline of new roads, railways, and airports, which will be built within the President's six-year term.
