8 Bacolod City Hall employees dismissed from service

BACOLOD CITY - Eight Bacolod City Hall employees have been dismissed from government service after they were found guilty of grave misconduct and gross neglect of duty over the procurement of office furniture amounting to nearly P50 million in 2008.

Engr. Carmelo Orbista, city director of Department of Local and Interior Government (DILG) in Bacolod City, said he was instructed by the regional director to serve the order to the eight employees.

They are Goldwyn Nifras, then secretary to the mayor and chair of the Bids and Awards Committee (BAC); Luzviminda Treyes, then city budget officer; Nelson Sedillo, head of the Department of Public Service; Engr. Belly Aguillon, city engineer; Eduardo Ravena, then city accountant; Aladino Agbones and Jaries Ebenizer Encabo, both from the city engineer’s office; and Melvin Recabar, head of the BAC Secretariat.

Bacolod Mayor Evelio Leonardia, who is also part of the complaint, was able to secure a 60-day temporary restraining order (TRO) from the court.

Orbista said the eight have a pending motion before the Court of Appeals in Cebu.

The case stemmed from bidding irregularities committed by the local executives concerning the 2008 procurement of office furniture and fixtures awarded to Comfac Corporation.
