In its 11 p.m. bulletin, Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said that tropical depression "Tino" was spotted 200 kilometers east of Tuguegarao City as of 10 p.m.
The weather disturbance has maximum sustained winds of 55 kilometers per hour near the center, and is now moving west at 11 kph.
Public storm warning signal number 1 has been raised over Isabela, Batanes, Cagayan (including the Babuyan and Calayan Islands), Apayao, Kalinga, Mountain Province, Ifugao, Isabela, Quirino, and northern Aurora.
It is expected to cross northern Luzon on Tuesday. The bureau forecasted that the tropical depression will be 90 km east southeast of Vigan Tuesday evening, and will be 170 km west of the said city by Wednesday evening.
Residents in low-lying areas and near mountain slopes are advised to take all the necessary precautionary measures against possible flashfloods and landslides, PAGASA warned.
The rest of Northern Luzon will have occasional rains and gusty winds due to the surge of the Northeast monsoon, PAGASA added.
