MANILA, Philippines - Lack of proper management in the release of waters from 2 major dams contributed to the massive flooding in Bulacan, Governor Willy Alvarado said Thursday.

In an interview with ANC, Alvarado said major parts of Bulacan are still submerged in waters even if it has stopped raining.

He said the managers of Ipo and Angat dams wait until the spilling level is reached before they decide on releasing the water. Bulacan becomes the catch basin for these waters.

“Bago mapuno, they should already use the water to generate electricity…Hindi lang sila tapon ng tapon,” he said.

He noted this was already raised even when he was still a town mayor.

“This is a [management] check,” he added.

The provincial government has not declared a state of calamity in the area.

Local officials said, however, that funds are already running out as they try to rebuild from the destruction of typhoon Pedring.
