MANILA, Philippines – An engineer who reportedly had plans to run for mayor of Malinao, Albay in 2013 was shot dead by unidentified gunmen outside a church in Barangay Estancia, Malinao, Albay Friday morning.

The victim was identified as Engr. Nelson Morales, the brother of Malinao Vice Mayor Alice Morales.

Police said Morales was shot outside St. Nicholas Parish after he had attended a wedding.

They have yet to determine if the incident was politically-motivated.

Morales was a member of the United Nationalist Alliance (UNA) coalition and UNA’s chairman in Albay.

Vice President Jejomar Binay urged the Philippine National Police to hunt down the gunmen.

In a statement, Binay said he mourns the killing of Morales, who he said served as a city engineer during his term as Makati mayor.

“I admired his dedication to public service and his desire to serve his hometown. He told me that for so many years he has served the people and City of Makati. It's about time that he serves his hometown and his kababayans. His desire to serve, however, ended today in the hands of assassins,” Binay said. -- Report from Mitch Villanueva, ABS-CBN News Bicol
