MANILA, Philippines – Commission on Human Rights (CHR) Chairperson Etta Rosales wants Davao City Vice Mayor Rodrigo Duterte sanctioned after he allegedly forced a suspected swindler to eat fake land titles.
Rosales condemned the incident and called on Department of the Interior and Local Government (DILG) Secretary Jesse Robredo to act on the matter.
Rosales said Duterte abused his power and violated the Anti-Torture Law.
However, Rosales also said the DILG should give Duterte the chance to explain his actions.
Duterte, known for his stern way of dealing with criminals in the city, allegedly forced suspect Manolito Gavas to eat paper after he was arrested last July 9 for scamming several informal settlers of their money.
Gavas claimed to be part of a foundation that can grant lots in the city for just P250.
Duterte’s daughter, Mayor Sara Duterte, also made the news last year after she punched court sheriff Abe Andres during a demolition of informal settlements.
