MANILA, Philippines – A suspect tagged as one of Ilocos Norte’s “most wanted” criminals is now under police custody after he was arrested in Laoag City.

A tricycle driver who was able to recognize suspect Richard Bingayen tipped police of his whereabouts.

Bingayen is one of the suspects in the killing of former Bacarra town Mayor Philip Velasco in 2007.

Bingayen admitted to authorities that he went into hiding after being linked to the ex-mayor’s slay.

However, Bingayen denied his involvement in the killing and said he will face the murder charges in court.

A former councilor, Villamor Ramelb, was also charged with murder for the mayor’s death but has been absolved due to lack of evidence. -- Report from April Rafales, ABS-CBN News Ilocos
