MANILA, Philippines -- An employee of the Samar Provincial Commission on Elections (Comelec) Office was arrested Wednesday after firing his gun, authorities said.
The suspect was identified as 43-year-old Pedro Sugalan, a utility worker of the Comelec office in Samar.
Supt. Avelino Doncillo, chief of Catbalogan Police, said his office received a report that Sugalan pointed his gun upward and fired two shots outside the Comelec office at around 11:20 p.m.
Investigation showed that the suspect was drunk when the incident happened.
It was also learned that Sugalan is a younger brother of Atty. Corazon Montallana, the Samar provincial elections supervisor.
Recovered from the scene were two slugs from a .25-caliber pistol and six live ammunition.
Charges for illegal possession of firearms were filed against Sugalan.
