Homeless man rapes mentally challenged girl inside DSWD shelter

MANILA, Philippines – A 26-year-old man was caught in the act of raping a mentally challenged teenager inside a temporary shelter of the Department of Social Welfare and Development (DSWD) in Manila.

The suspect was identified as Nino de Guzman, a homeless person rescued by the DSWD in Luneta, while the victim is a 16-year-old mentally challenged girl who returned to the shelter after being treated at the National Center for Mental Health.

The rape happened inside the toilet of the Reception and Action Center (RAC) of the DSWD-Manila along Arroceros Street in Ermita district.

According to the complaint affidavit of security personnel Rommel Casiano, he was assigned at the RAC’s minor ward when he noticed a man and woman inside the comfort room.

When he went to investigate, he saw de Guzman in the act of raping the girl.

DSW-Manila chief Jay dela Fuente said they will have the incident investigated and go after the personnel who failed to secure the patients in the shelter.
