MANILA, Philippines – A passenger at the Ninoy Aquino International Airport (NAIA) Terminal 3 has revealed the modus operandi of a member of the Philippine National Police (PNP) Aviation Security, who is now facing administrative charges.
US-based Filipino Francis Ho told ABS-CBN News that a cop, identified as PO3 Joey Moralidad, accosted him at NAIA 3 when he returned home from California, USA last year.
Ho narrated via Skype that when he proceeded to NAIA 3 for his connecting flight to Iloilo, he was approached by Moralidad.
"Sabi niya, ‘Sir escort, at dapat ipa-cargo natin itong box dahil malaki.’ Dahil tiwala ako, he quoted me an amount of P3,000. When he returned, he gave me a receipt worth P2,974 via Air Philippines
When Ho arrived in Iloilo, he was surprised to find out that his cargo was booked in an Air Philippines flight while his flight was via Cebu Pacific. Ho went to Air Phil Cargo but to his dismay, he was not given the airway bill needed to claim the package.
He sought the help of airport officials and he was able to get his package.
Airport officials noticed that the receipt handed to him by Moralidad was tampered, from an amount of P974, Moralidad added P2,000 pesos.
Ho said this is the modus of some cops of aviation security.
"Simpleng modus at paraan ng extortion", Ho said.
Moralidad is now facing an administrative case at the Ombudsman.
According to Chief Supt. Jesus Gordon Descanzo, director of the PNP-AVSEGRP, they are now in the process of cleansing their ranks after several complainants surfaced.
He also confirmed that Moralidad has been relieved from his post.
Meanwhile, Moralidad refused to give any statement.
Descanzo also said Moralidad has a pending administrative case number also before the Office of the Ombudsman for grave misconduct for extorting money from Mr. Toshi Ishiyama, a Japanese bound for Narita, Japan.
The Japanese alleged that Moralidad took an amount of 5,000 yen from his personal belongings on May 31, 2010.
