NBI staff question Ragos' appointment

MANILA, Philippines - National Bureau of Investigation (NBI) Director Magtanggol Gatdula has asked Justice Secretary Leila de Lima to review the appointment of Rafael Ragos as the new NBI deputy director.

In his letter to De Lima, Gatdula said the appointment of Ragos caused demoralization among bureau officials. 

He explained that Ragos was not even  among the candidates considered by the bureau's Personnel Selection Board (PSB). 

The bureau endorsed Edward Villarta, Atty. Manuel George Jularbal, and Romulo Manapsal as  candidates for the position.

"[T]he appointment of Mr Rafael Ragos to the position of acting Director III was a big leap from his previous positions as Director I.  This has been basically set aside established protocols and procedures based on the Bureau's Merit Promotion Plan," Gatdula explained.

NBI employees will also reportedly launch a protest next week over Ragos' appointment.

An NBI agent told ABS-CBN News that many of them are demoralized over the issue.

The source said Ragos' appointment may signal the start of influence-peddling and breach of due process in the agency.
