De Lima wants probe of 'hulidap' of inmates' kin

MANILA, Philippines - Justice Secretary Leila De Lima will constitute a team of "trusted agents" of the National Bureau of Investigation (NBI) to investigate the alleged incidence of 'hulidap' which has victimized visiting relatives of inmates of the New Bilibid Prisons (NBP) in Muntinlupa City.
De Lima said she received word about "recorded cases" of hulidap now that she is personally on top of the Bureau of Corrections (BuCor) following the indefinite leave of Director Gaudencio Pangilinan.

Pangilinan went on leave to give way to a probe into the recent disappearance of murder convict Rolito Go and his nephew, Clemence Yu, from the NBP. Both have resurfaced claiming they were abducted and ransom was demanded by their captors.
De Lima said the hulidap incidents took place outside of the NBP compound. She believes a syndicate is behind the reported cases.
"I was able to confirm in my 3 successive days going to BuCor... na may mga recorded cases pala of hulidaps, although, yung ibang complainants, they refuse to cooperate for some reason. Ang nakikita kong posibleng scenario dyan... is talagang may sindikato," she said.
"Ang mga nangingidnap ay sa labas pero may nag-iispot o nag-iidentify… kung sino yung mga bibiktimahin and mga previous incidents would involve the wives of inmates or loved ones… pagkadalaw, pagkalabas yata. The abuctions did not happen inside the reservation. That has to be looked into," she added.
Go's claim seems to have a "semblance of truth" at this point, De Lima said. She, however, refuses to zero in on one angle while the probe is ongoing.
"The way I see it, doon sa mga nakukuha ko ngayon na information and mga sinasabi nga ng AKG (PNP Anti-Kidnapping Group), may semblance of truth… ang susunod na tanong -- even if ma-verify ung abduction or forcible taking of Rolito Go and his nephew on that day -- ide-determine pa rin ano ba yun: biktima na naman ba sila ng sindikato na yan o iba ang motibo o ibang grupo?" De Lima said.
