MANILA, Philippines - Traffic was heavy till midnight Thursday in front of the Mehan Garden near the Manila City Hall.

A taxi that crashed into the center island was just left there by its driver who must have been frustrated.

Floods were knee-deep in the streets of P. Burgos, San Marcelino, Pedro Gil, Gil Puyat, Padre Faura, and Taft Avenue.

This was also the situation in Tondo, parts of Sta. Mesa, and Sta. Cruz.

Floods have caused the heavy traffic. A huge volume of passengers were stranded.

"Mahirap sumakay kasi umulan," said Adrian Calderon.

A lady waded through floods using improvised boots made from ordinary plastic.

Some cars also broke down after passing through flooded streets.

Pedicab drivers took the opportunity to catch fish in the floodwaters.

"'Di nga namin alam kung saan galing 'yan. Ang dami dito kanina," said Rolando Caparangan, pedicab driver.

Motorists and passengers now hope that the weather will improve this Friday.
