MANILA, Philippines – Gabriela party filed on Tuesday House Bill 6170 seeking amendments to the Anti-Rape Law of 1997.
Gabriela Rep. Luz Ilagan said the law needs to be defined, especially on the issue of consensual sex, which perpetrators use as an excuse to escape the law.
Ilagan wants the burden of proof of consensual sex to fall under the perpetrator and not on the victim.
Ilagan said the change will help in hearings of rape cases and will provide more teeth to the law.
Along with Gabriela representatives Ilagan and Emie de Jesus, alleged rape victims of Pantabangan Vice Mayor Romeo Borja presented themselves to the media seeking support for the bill.
The victims, Mina and Jasmin, said Borja claimed that he did not rape them because the sexual act was consensual. -- Report from Niko Baua, ABS-CBN News
