MANILA -- Two employees of the Navotas City municipal hall were arrested after they allegedly raped a 17-year-old girl on Sunday.

The suspects were identified as Ronaldo Laude and Inri Celestino.

The victim, "Nene," is under the custody of Department of Social Welfare and Development (DSWD) in Navotas.

She was caught in possession of illegal drugs.

Initial investigation showed that the suspects fetched "Nene" from DSWD Navotas, supposedly to use her as an asset for a follow-up operation against illegal drugs.

However, "Nene" said Celestino brought her to Laude's house, where she was allegedly raped.

Employees of DSWD Navotas were alarmed after the victim did not return after a few hours, and asked the Navotas police to arrest Laude and Celestino.

They will face charges of rape in relation to Republic Act 7610 or the Special Protection of Children Against Abuse, Exploitation and Discrimination Act. -- report from Jeck Batallones, ABS-CBN News
