Corruption complaint filed vs LTO chief

MANILA - Stradcom Corporation has filed open disobedience and corrupt practices complaints against Land Transportation Office (LTO) Chief Virginia Torres in line with her refusal to pay P1 billion in overdue payments to Stradcom representing computer fees since October 2010 despite orders given by the Department of Transportation and Communication (DOTC) instructing her to pay Stradcom.

Stradcom President Cesar Quiambao said that since he started dealing with the government, this is the first time that a head of an agency has refused to pay his company for services that were already rendered.

Instead of paying, Torres allegedly instructed LTO regional officials to be ready to revert to manual operations.

Quiambao assured the public that they will continue to deliver services until such time they are paid.

The company is also asking the Office of the Ombudsman to put Torres under preventive suspension.

LTO Public Information Officer Bobby Ricohermoso said nobody from LTO can give a statement on behalf of Torres except Torres herself because this is a case filed against her, and they have not seen the complaint yet.

But Ricohermoso said ABS-CBN News may say Torres is "not available for comment."
