MANILA – Land Transportation Franchising and Regulatory Board (LTFRB) officials were denied access by private guards in inspecting a UV Express Terminal inside a mall compound on Tuesday, reports said.
This was confirmed by Atty. Roberto Cabrera III, executive director of the LTFRB, when they conducted a surprise inspection at the mall.
"Nagkataon, I did the surveillance myself. Nakita ko na napakaraming colorum, so I scheduled an operation. When we got there, pinagbawalan kami ng guard, iyung mga enforcers nataboy," Cabrera told DZMM.
Cabrera said they just decided to invite all mall operators for a dialogue because they did not want enemies.
"It was basically a dialogue for them to know the programs and projects of the LTFRB until 2016," he said.
During the dialogue, he brought up the incident wherein they were barred from entering the mall.
"So I raised it up, ang sinabi ko lang po hindi naman kasi maganda yun, kasi we are empowered to regulate the terminals and garages," the lawyer said.
According to Cabrera, the LTFRB – under Executive Order 202 – is empowered to inspect garages and terminals around Metro Manila.
"I don’t think the LTO has that power, but the LTFRB has the power to go inside and inspect the terminals," he said.
Meantime, a representative of the mall said they are willing to cooperate with the LTFRB in regulating colorum UV Express vans.
"Maganda naman ang sinabi ng representative ng mall, kasi hindi nila nire-regulate ang mga UV Express. Bumibili sila ng parking ticket kaya may right silang mag-park, at dun na sila nagsasakay," Cabrera said.
"I told them [mall operators] that I will be writing them soon to let them know the policy of the LTFRB, and hope that they will cooperate," he said. "Mas maganda mayroong cooperation."
"Masaya kami kasi they were receptive, lahat nakikisama pati presidente ng federation na present sa dialogue, that they all agreed na gusto nila ma-regulate na… that’s why gusto namin to get the cooperation of malls, update our databse and get rid of them [colorum vans]," Cabrera said.
