MANILA – Sr. Supt. Conrado Capa, who was relieved of his post as commander of Task Force Tugis, has not reported yet to PNP Director General Alan Purisima regarding his “promotion” as deputy director for operations (DRDO) in Region 7 (Central Visayas) based in Cebu.
Capa, who was emotional when he talked to media regarding his relief, led Task Force Tugis in arresting businessman Delfin Lee last week. The task force is a special police unit tasked to capture five top fugitives in the country -- Lee, former Palawan Governor Joel Reyes, former Coron Mayor Mario Reyes, former military general Jovito Palparan, and former Dinagat Congressman Ruben Ecleo.
He denied, however, that the transfer is a demotion, but did not answer why he did not seem happy about the “promotion.”
According to Chief Supt. Ruben Sindac, chief of the public information office, Capa has already decided to accept his new position.
Sindac said Chief Supt. Jaime Morente, director of the Directorate for Personnel and Records Management, made Capa choose between leading Task Force Tugis or being DRDO in Region 7, which would make him the number 3 man in the region. Capa chose the latter.
Meanwhile, the Volunteers Against Crime and Corruption said “unseen hands” from the PNP may have maneuvered Capa’s “promotion”.
According to VACC chairman Martin Dino, the new DILG/Napolcom building in Quezon City was built by Lee’s Globe Asiatique, which makes it possible for Lee to have connections within the PNP hierarchy. -- Reports from Edwin Sevedal and Zhander Cayabyab
