2 Manila councilors hurt in scuffle with cops

MANILA, Philippines – A scuffle broke out in Paco, Manila Wednesday night, after the police and city councilors fought over a “tambiolo”.

The police were trying to stop the raffle draw which was sponsored by the councilors.

Police said they received complaints that the raffle was obstructing road traffic and violated the anti-noise ordinance.

Two of the councilors were injured.

“Wala naman pong gulo eh, sila ang nanggugulo. Hindi naman kami nakakaabala kasi nasa sidewalk,” said Councilor Cristy Isip.

The councilors clarified that the raffle was a regular activity in their district even before they joined former President Estrada's ticket.

They're questioning why the police are now being used against them.

"Bakit noong time na kasama namin siya, hindi kami nagva-violate?” said Councilor Ric Ibay.

But Manila Mayor Alfredo Lim said the councilors are guilty of premature campaigning.

“Sinasabi nila raffle, eh bingo, that is against the law,” he said.

Police also maintained that they were only enforcing the law.

“Kung may violation, aaksyunan ng pulis,” said Manila Police District chief Supt. Alex Gutierrez.

The councilors have filed cases of grave misconduct, abuse of authority, physical injury and robbery in the Ombudsman's office and Napolcom against the policemen involved in the scuffle. -- ANC
