MANILA, Philippines – Department of Public Works and Highways (DPWH) Sec. Rogelio Singson said they will resubmit a more detailed plan for the EDSA rehabilitation within 30 days.
President Benigno Aquino III on Wednesday deferred the implementation of the EDSA rehab plan due to concerns on traffic and the impact to motorists and the economy.
Singson said the President does not want it to appear like they are rushing the project in time for the elections. Nevertheless, all initial efforts will continue.
Singson said they will finalize the list of alternate routes and come up with signages to allow motorists to get used to the alternate routes even before they start the rehab.
They will also continue the plans to clear sidewalks, which shall happen, with or without the EDSA rehab.
They will also talk to utility companies and ask them to finish road works and diggings immediately. DPWH is hoping that the rehab will still happen within the year.
But the revised plan will have to be reviewed by President Aquino again.
Singson also reiterated the need for other agencies, like the Department of Transportation, to help in the planning and to fast track certain projects including the integrated transport system which includes the construction of common terminals for buses in the north and south, in order to decongest areas like EDSA-Cubao.
The MRT and LRT should also help in the faster conveyance of commuters during the EDSA rehab.
The private sector should also be able to help.
The Manila North Tollways Corporation for example will start its NLEX Harbor link, which will provide a shortcut from NLEX to the port area.
The said link should benefit cargo trucks from the north, which are still forced to exit in Balintawak and use EDSA, while heading towards the port area.
The first phase of the P10 billion project should be finished in 1 year.
