NBI man who shot fellow agent faces raps

MANILA, Philippines - A charge of frustrated homicide has been filed at the Manila Prosecutor's Office against NBI Special Investigator Nestor Pascual after allegedly shooting fellow NBI agent Joselito Guillen in a drunken altercation last Friday.

Internal Affairs Division Chief Atty Elizado Beltran said Pascual has also been placed under preventive suspension while the investigation is ongoing. The suspect is currently detained at the NBI.

The incident happened during a birthday party inside the NBI NCR office where alcoholic drinks were served. Beltran said an administrative investigation is also underway to determine culpability in the shooting.

"Bawal ang uminom dito sa opisina. I'm sure you are also familiar sa incident dati kung saan may namatay na SI. Pero di naman natin pwede puntahan isa-isa yung mga opisina para mag-check palagi. Ang may responsibility niya yung chief ng division," Beltran said.

Beltran also denied allegations that the NBI is covering up the incident, after investigators from the PNP were allegedly refused entry into the compound immediately after the shooting.

"Di namin pinagbabawalan yung PNP na mag-investigate, pero gabi nangyari yan at kailangan muna ng clearance mula higher management. Kailangan kasi mag-designate ng crisis commander agad para di magulo. I can assure you na walang cover up na magaganap," he said.
