MANILA – The Office of the Ombudsman has ordered the filing of charges against 23 officials of the Philippine National Police (PNP) and another individual over an allegedly anomalous repair and maintenance of 28 units of a V-150 light armored vehicle worth P400 million in 2007.
Ombudsman Conchita Carpio-Morales ordered the filing of 4 counts of violation of the the Anti-Graft and Corrupt Practices Act, Government Procurement Reform Act and malversation through falsification.
Among those involved in the alleged anomalous transaction are former PNP Chief Avelino Razon, former Director for Comptrollership Eliseo dela Paz, Purchasing Officer Josefina Dumanewa, Accounting Division Chief Antonio Retrado and several members of the Logistics Support Services of the Bids and Awards committee.
The Ombudsman has also ordered the sacking of Commission on Audit (COA) Supervising Auditor Jaime Serrano and the suspension of COA Technical Specialist Amor Quiambao.
Based on the investigation of the Fact Finding Investigation Bureau, several irregularities were seen in the bidding process and awarding of the contract worth P400 million. -- Report from Robert Mano, dzMM
