MANILA - For the last three days, the House of Representatives has been forced to adjourn early for lack of quorum, derailing further the passage of the controversial reproductive health (RH) bill.
On Wednesday evening, only 131 lawmakers showed up at the Batasan Pambansa, or ten lawmakers short of quorum.
The controversial RH bill was supposed to go through the period of amendments already.
Whenever this happens, lawmakers can't seem to constitute a quorum, advocates complained.
Albay Rep. Edcel Lagman is disappointed by the lack of quorum every time the RH bill is up for amendments.
He called on fellow lawmakers to attend the sessions so that the bill can be discussed and finally be voted on the floor.
The RH bill has divided the mostly Catholic nation.
The Church has been up in arms against the bill, even assisting lawmakers against the bill, such as Senator Vicente Sotto III.
