MANILA - Science and Technology Secretary Mario Montejo apologized to former Senator Panfilo Lacson and Senator Pia Cayetano for dragging them into the Disbursement Acceleration Program (DAP) issue.
In a statement, Montejo said both Lacson and Cayetano indeed expressed their support for the department’s projects, but “neither of them had sought budgetary support to fund the program through the DAP.”
He said the department was the one that sought the additional funding, worth P40 million, from the DAP mechanism in December 2011. It was for the Malnutrition Reduction R&D Program, he said.
“We assure the public that the funds are all documented and accounted for and are being used in our efforts to curb malnutrition in the country through science and technology,” he said.
“We hope this clears up the matter and we express our sincere apologies to Senator Pia Cayetano and former Senator Lacson for the confusion that may have resulted from our earlier statements,” he added.
Both Cayetano and Lacson earlier denied they used the pork to fund the DOST’s projects. They also denied they knowledge of the DAP mechanism.
In separate statements, Cayetano and Lacson said they merely asked for an amendment in the General Appropriations Act for the DOST projects.
