MANILA, Philippines - The Sandiganbayan gave government prosecutors 15 days to respond to the motion to quash the graft case filed against former first gentleman Mike Arroyo over the NBN-ZTE deal.

The defense will then have 10 days to file a reply.

Atty. Edna Herrera-Batacan, Arroyo's legal counsel, said the Sandiganbayan has no jurisdiction over the issue since the NBN-ZTE contract was signed in China.

She also said Mr. Arroyo was not a public official at the time of the signing, and that the contract was canceled thus causing no injury to anyone.
