MANILA, Philippines - It's premature for the Philippine government to claim that it has made significant progress in addressing human rights issues, Human Rights Watch says.
Justice Secretary Leila de Lima is in Washington, DC to trumpet what she calls the human rights achievements of the Aquino administration.
De Lima told American politicians and human rights watchdogs the Philippines is making significant progress and taking concrete steps to stop abuses.
Philippine embassy officials say leading members of the US Congress are satisfied with De Lima's report.
However, rights activists are not impressed.
"This government did make improvements, but again the measure should be successful prosecution," said Carlos Conde, Philippines researcher for Human Rights Watch Asia Division. - ANC
