MANILA, Philippines - Vice-President Jejomar Binay's spokesman on Wednesday came out with guns blazing against Commission on Audit (COA) commissioner Heidi Mendoza, who testified at the Sandiganbayan on graft charges filed against Binay's wife, former Makati City Mayor Dr. Elenita Binay.
Joey Salgado accused Mendoza of "using this case to project herself, considering that she has yet to be confirmed by the Commission on Appointments."
He claimed Mendoza "has a history of animosity towards the Binays."
"This could be because the Sandiganbayan dismissed a previous case against Dr. Binay on the basis of the findings of Ms. Mendoza. The Sandiganbayan said Ms. Mendoza erred in her findings of alleged overpricing because she used a flawed methodology," Salgado said.
He also alleged that Mendoza has become "obsessed" with the Binays and in auditing the programs implemented in Makati during the Vice President's term as mayor.
"Commissioner Mendoza has been very vocal about her dislike for the Vice President, particularly, even before her designation as Commissioner. Her dislike has escalated since then to such an extent that she is apparently using the resources of COA to pursue her own agenda," he said.
Mrs. Binay is accused of approving allegedly anomalous contracts worth about P72 million to purchase office furniture for the Makati City Hall in 2000 and 2001.
Mendoza testified that the bidding for the furniture had been rigged and that Mrs. Binay had failed to present a floor plan during the bidding.
Mendoza has previously explained that she's just doing her job and that she has no personal agenda against the Binays.
