PNoy frowns on proposal to split DILG
MANILA, Philippines - President Aquino is not keen on having the Department of Interior and Local Government (DILG) split into two departments, as reportedly proposed by a lawmaker.
Aquino said the solution is not to expand the bureaucracy but to address the needs of the departments as they arise.
He cited for instance that the late DILG Secretary Jesse Robredo had proposed to allow him to have an additional undersecretary given the various areas that a DILG Secretary had to attend to.
Aquino said Robredo had two undersecretaries: one handling local governance and the other handling law enforcement.
“Ang isa sa mga huling mungkahi ng Secretary Robredo, bigyan siya ng isa pang undersecretary. Dahil dadalawa lang ang undersecretaries—isa sa governance, isa naman para doon sa public order, bale ‘yung dating kay Usec. Puno sagot niya PNP, BJMP, BFP,” he said.
Aquino pointed out that apart from addressing the needs of the Philippine National Police, Bureau of Fire Protection and the Bureau of Jail Management and Penology, Robredo also had to attend to issues involving informal settlers.
“So sa dami ng kailangan nilang gawin, talagang medyo mabigat na. So, dagdagan natin ‘yung departmento, ihati natin? Ang problema ko po doon, meron na tayong 1.6 million na miyembro ng byurukrasya. So parang hindi yata susi ang palakihin nang palakihin ang gobyero pero dagdagan natin ‘yung kailangan lang na hindi naman necessary dagdagan natin o hatiin natin ang departamento,” Aquino told reporters.
“Paano ‘pag naghati tayo nang naghati ulit? ‘Yung DENR naging Environment at saka Natural Resources? At saka ‘yung iba pa doon… Parang hindi solusyon parati na hatiin. Dadagdag lang ang gastos, may deficit pa rin tayong binubuno, baka hindi ito ang tamang paggugol,” he added.
