Bar topnotcher takes oath as acting SolGen
MANILA - Florin T. Hilbay has taken his oath as acting Solicitor General.
Hilbay took his oath before Justice Secretary Leila de Lima.
Hilbay replaced Francis Jardeleza, who is now a Supreme Court magistrate.
Before his appointment, Hilbay was principal lawyer handling the cases of the Disbursement Acceleration Program (DAP), Priority Development Assistance Fund (PDAF), and the petitions vs Enhanced Defense Cooperation Agreement (EDCA).
Hilbay ranked first in the 1999 Bar exams, the year with the lowest passing percentage in the history of the Bar with a passing rate of 16-percent.
He finished AB Economics in the University of Santo Tomas in 1995, and took his law degree at the UP College of Law.
Hilbay finished his Master of Laws at Yale University in 2005. He has been teaching Constitutional Law in the UP College of Law since 2000.
He is 40 years old.
