UNA bracing for impeach complaint vs VP Binay

MANILA - The United Nationalist Alliance (UNA) is now bracing for the filing of an impeachment complaint against Vice President Jejomar Binay over the Makati City Hall Building 2 controversy.

UNA secretary-general and Navotas Representative Toby Tiangco told ABS-CBN News that this is part of the alleged demolition job against Binay ahead of the 2016 presidential elections. Binay has long declared that he will seek the presidency in 2016.

"Let's look at the whole context. Ang makikita mo strategy ng mga kalaban ni VP lahat gagawin para maibagsak siya dahil siya nangunguna. Ano ginagawa nila, andiyan charter change, term extension, andiyan na pilitin si Pangulong Noynoy (President Benigno Aquino III) na tumakbo o pahabain term niya," Tiangco said.

"At the same time, Senado ginagamit para sirain si VP in aid of demolition. Saan ka nakakita mas marami na yata hearing tungkol sa Makati City Parking Building 2 kaysa PDAF (Priority Development Assistance Fund) hearing. Yung DAP (Disbursement Acceleration Program) hearing di ganiyan kadalas o kasinsin yung hearing PDAF scam. Di na pinagpatuloy Malampaya. Pero dito sa Makati Parking Building 2 in aid of demolition."

"Bakit, sinabi ko naman alam nilang mabuti the VP is an impeachable officer. Si Atty. (Renato) Bondal abugado, mga senador nakakaintindi ng batas, alam nila charges filed against VP di pwede dinggin ng Sandiganbayan habang vice president," he added.

"Kaya ginagamit Senado para later on sasabihin nila since he cannot be criminally accountable and he's an impeachable officer, he will have to be impeached. Lahat gagawin nila masiraan o matanggalan," he said.

Tiangco admitted though that they have no specific information yet. "Yung sa may magfa-file wala, but you don't have to wait to hear. We have to be prepared, di pwede reactionary, kailangan tingnan ano mga plano nila."

He also took a swipe at Senator Antonio Trillanes, who reportedly linked Binay to the foiled bomb attempts in the city.

"Simple lang tanong ko: Sino ba may history nag-plant ng bomba? Wala namang ganiyang history si VP Binay. Di lang Oakwood, pati Peninsula, sino ba may history? Di ba si Senator Trillanes?... Siguro nakakalimot na sa nakalipas si Senator Trillanes."

ANOTHER 'HAIRSTYLE CHALLENGE'

Meanwhile, Tiangco today made another friendly "hairstyle-challenge" to Senate President Franklin Drilon, who has denied having received close to P1 billion from the DAP and dismissed the reports as purely speculation.

Tiangco said he believes that Liberal Party lawmakers received bigger and juicier slices of the DAP compared to other lawmakers.

In his August 26 letter to Abad, he requested a more detailed report on the DAP funds that benefited projects of select members of Congress.

He said that "since the letters are the basis for determining the nature and amounts of the projects that went to each legislator, kindly include ALL of the letter-requests sent by each legislator."

Based on the DBM records, Drilon received more.

There is another P170.3 million allotment he got from DAP for the construction of 1,000 of the 4,000 houses intended for those who will be relocated from Iloilo River.

Citing a report prepared by the Philippine Center for Investigative Journalism (PCIJ) detailing the distribution of over P11-billion DAP funds to provinces and congressional districts, Tiangco said most of the DAP money went to legislators closely identified with the LP.

Tiangco said to ABS-CBN News: "Nagsimula yun nung eleksyon 2013. Di naman niya kinall challenge ko, di sana panalo ako sa friendly bet. Ngayon naman, hindi ko naman siya pinangalanan na siya nakatanggap ng halos P1 billion sa DAP, pero tinanggi niya. Since tinanggi niya, sabi ko dapat patunayan niya ng dokumento. Kung siya nakatanggap talaga mapapatunayan naka-P1 billion, dapat magpa-mohawk siya."

He said until now, his request for the DAP records has not been acted upon. "Ang tagal-tagal nang pinaguusapan yung DAP. Yung budget briefing, Si Secretary (Butch) Abad, he already committed ibibigay niya SARO, amount ng SARO, name of lawmaker. At saka hingi ko rin sa kanya sulat ng mambabatas para malaman na talaga."

"Ang isang buwan maniniwala ka ba na in this day and age sa ganitong panahon di pa sina-submit listahan ng P10 billion na DAP na dumaan sa lawmakers. Ano ba tinatago nila dito? Siguradong may nakatanggap na mas malaki. Sinasabi nila P50 million per senator, multiply natin sa 20 na bumoto sa conviction kay (former Chief Justice Renato) Corona, that's P1 billion. Sa lower House pumirma P5 million, sabihin mo na 200, P5 million times 200 is P1 billion. P2 billion pa lang iyon. Si Secretary Abad nagsabi P10 billion dumaan sa legislators," Tiangco said.
