MANILA, Philippines - The government’s P351.72-billion flood control master plan will prepare the country for Ondoy-like or even worse disasters, President Benigno Aquino III said.

“We are preparing for disasters of the same magnitude as Ondoy, or even worse than Ondoy,” he said.

On Sunday Aquino visited the Kasiglahan Elementary School in Montalban, which has been converted into a temporary shelter for evacuees.

“But if the disaster is double that of Ondoy, we should be praying hard,” he added.

Aquino said the people should also help themselves by voluntarily relocating to areas that are not danger-prone.

He appealed, specifically, to residents near Laguna Lake to transfer to safer areas. “Let us not place ourselves in danger,” he added.

The master plan involves a 100-kilometer ring dike around Laguna Lake.

In a report from the Philippine Daily Inquirer,Patrick Gatan, head of the Department of Public Works and Highways' Project Management Office for Major Flood Control Projects, said, “The construction of the Marikina large dam plus improvements on the Pasig and Marikina river embankments are considered very high priority projects of the department.”

He added: “The construction of the Marikina large dam would take a little more time. It has to go through the bidding process, which may take at least a year, then another year for sourcing of funds, also one year or more for detailed engineering and the procurement process, and finally the construction or project implementation phase of the project, which may take six years.”
