MANILA - House Justice Committee chairman Rep. Niel Tupas Jr. on Monday said a committee hearing is set on August 18 to tackle the impeachment complaints against President Aquino.
"We will already vote on the form on that day," Tupas said in a phone interview with ANC. "So, after that, we will vote on substance, and we all know what is crucial here is actually the voting on substance. I don't know if Monday would be voting on form. I don't know if Wednesday--we will talk about it within the week, if we can set Wednesday on the substance but I think (tackling) substance would need 1-2 hearings and after that, voting."
Tupas also explained why the 4th impeachment complaint against Aquino didn't make it to the referral to the House Justice Committee.
"When the 3 complaints were referred to the Committee on Justice, it already started the initiation process...All other complaints, in this case the 4th is barred under the 1 year bar rule in the constitution. So hindi na ho kasali yung 4th impeachment complaint...Yung tatlo lang," he said.
Tupas also assured that he will not be biased in presiding the hearings as chairman of the House Justice Committee.
"I will be impartial. That's my commitment."
Tupas is an ally of President Aquino and is part of the Liberal Party.
He also led the panel of House prosecutors in the impeachment trial of former Chief Justice Renato Corona. - ANC
