MANILA - Senate President Franklin Drilon said the Senate is open to suggestions on how it can itemize funds categorized as special purpose funds and lump sum funds.
Drilon agreed that while some funds cannot be itemized such as calamity funds, other items can be "disaggregated" such as funding for the e-government as pointed out by Senate finance committee chair Chiz Escudero.
"Kasama po diyan ang mga funds nga by its very nature [are] difficult to disaggregate. But we are willing to listen as to how to disaggregate this. Kaya po sa Senado, 'pag dating ng panahon na sa amin na, we will be glad to receive comments from the public as to how to disaggregate the special purpose fund. We are willing to look at it."
Escudero earlier said he intends to ask officials to itemize lump sums such as contingency funds and the miscellaneous personnel benefits fund (MPBF). [ITEMIZE: http://www.abs-cbnnews.com/nation/08/07/14/some-items-2015-budget-contradict-sc-ruling-chiz]
He also noted that some provisions and the definition of savings in the proposed 2015 budget contradict the ruling of the Supreme Court (SC) on the Disbursement Acceleration Program.
The Development Budget Coordination Committee (DBCC) is set to brief the Senate on the National Expenditure Program (NEP) on August 19.
