MANILA, Philippines (UPDATE) - For a second day, President Aquino visited flood-devastated areas. On Thursday morning, the President went to the Nangka Elementary School in Marikina where he gave relief goods, clothing and blankets to over 1,200 families.
With him are Public Works and Highways Secretary Rogelio Singson, Defense secretary Voltaire Gazmin, Presidential Communications Secretary Ricky Carandang and Marikina Rep. Miro Quimbo.
Aquino again expressed frustration with residents who refuse to leave their homes when advised to do so when heavy rainfall is expected.
He bared plans to put up a combination of a dam and aqueduct tunnel system upstream at the Marikina River to divert water at Laiban watershed so that in times of heavy rainfall, the river does not swell downstream.
Aquino proceeded to Bagong Silangan in Quezon City, which also took the brunt of days of torrential rains and heavy flooding.
On Wednesday, the President was in Muntinlupa and was supposed to visit other flood-hit cities but was prevented by heavy rains, traffic and floods.
