Army urged to comply with Building Code

MANILA, Philippines - Justice Secretary Leila de Lima on Thursday urged the Philippine Army to get a building permit before starting construction at a 5-hectare lot in Capas, Tarlac.

De Lima said Capas Mayor Antonio Rodriguez Jr. complained that the Army failed to get a permit before building a fence for the future Training and Doctrine Command (Tradoc) in Tarlac.

Rodriguez said Tradoc officials and the Army's Light Armor Division (LAD) ignored several notices sent by his office.

Section 301 of the  National Buildng Code prohibits any person and any agency and instrumentality of the government from constructing or demolishing any building without obtaining a permit from the local building officials.

De Lima said it is the justice department's opinion that "the military, or the Armed Forces of the Philippines, or any of its major divisions, are not exempted from compliance with the requirements of the National Building Code of the Philippines."
