Why Aquino omitted FOI bill in 5th SONA

MANILA - Why didn't President Aquino mention the Freedom of Information bill in his State of the Nation Address?

According to Presidential Spokesman Edwin Lacierda, the FOI bill was not included in the latest SONA because the President already made clear his commitment to getting the measure passed before he steps down in 2016.

He said Congresswomen Henedina Abad and Leni Robredo are interested in folding the President's Open Data Initiative to the FOI bill.

"We have said we're going to integrate open data -- the President's Transparency Initiative where the government is going to publish data sets in one portal called data.gov.ph," he said.

He said the President made the commitment to pass the FOI Bill in the Daylight Dialogue with the World Bank.

For his part, former Presidential Spokesman Teddy Locsin Jr. believes many lawmakers and officials have a vested interest in seeing that an FOI Law never sees the light of day.
