MANILA - House Energy Committee Chairman Reynaldo Umali wants the executive to first justify the need for the congressional grant of emergency powers to President Aquino to deal with the power situation.
Umali said what he’s heard so far is a suggestion from Energy Secretary Jericho Petilla for President Aquino to ask Congress for emergency powers.
Umali asked if there is already indeed a crisis.
He recalled the Department of Energy previously saying there may be some problems in 2015. He said he wants to find out if the problems have worsened to a crisis.
“You have to define the parameters. In the joint resolution, we need to provide for terms and conditions… It will be premature for our committee to make conclusions out of this simple pronouncement. If there will be a request, we will always be supportive of the administration,” he said.
Umali said these problems should have been addressed if there was already a plan since 2009, under the previous administration.
