MANILA -- Malacañang came clean on the issue of giving permits to rally during President Noynoy Aquino's State of the Nation Address (SONA) on Monday.
Presidential Spokesperson Edwin Lacierda told reporters on Sunday that it is not the Palace, but the Quezon City government that decides on security issues.
Lacierda added that the whole executive branch is going to the House of Representatives only as guests for the President's SONA.
"Kung ano 'yung magiging desisyon sa taun-taon tungkol sa seguridad, tungkol diyan po sa mga rally, 'yan po ay inaasikaso po ng Quezon City government," Lacierda told reporters.
Earlier, the Bagong Alyansang Makabayan was denied a permit to rally near the Batasan Pambansa on Monday.
The order was signed by former police general Elmo San Diego, who heads the Quezon City Department of Public Order and Safety.
Bayan had originally applied for a rally permit along Batasan Road corner Commonwealth Avenue.
The QC government instead offered a park near the City Hall, which is several kilometers away from Batasan Road.
