MANILA -- Bayan Muna Rep. Neri Colmenares said the lump-sum basis of releasing automatic appropriations of the country's budget is inefficient, as there is no way to track the amount released by the Malacanang.
"Ang gusto ng Malacanang laging lump sum. Sabi namin, ang lumpsum, pork barrel 'yan.... a public fund na ang may discretion kung saang proyekto pupunta o saang item pupunta at sino ang beneficiary ay iisang tao lang," Colmenares said in an interview on DZMM on Sunday.
"Ang laki, minsan abot sa 700 to 800 bilyon, kada taon. Halos kalahati ng budget... Minsan hindi nila alam kung nabayad ba nila 'yan," he claimed.
Colmenares said he is hoping that a law will be passed that will prohibit the lump-sum release of funds so as to better track how these are spent once withdrawn by the Palace.
"Huwag mong i-lumpsum," he said, "kaya naka-itemized para malaman mo kung ano 'yung gastos."
