MANILA - Senator Bam Aquino is giving Budget Secretary Butch Abad time to prepare his explanation for the controversial Disbursement Acceleration Program (DAP).
Aquino, who was not yet senator when the DAP was implemented, said he is interested to know how the funds were used. He said those who misused funds under the DAP should be prosecuted.
"Yung paggamit ng DAP na sinabi ng Supreme Court, ako I look at it (DAP) as technically wrong. Pero kung kikilatisin mo kung saan ito napunta, makikita mo naman na nakabuti ito sa taumbayan. But if any of that money, gaya ng PDAF, napunta sa bulsa ng mga senador o mga congressman, kailangan makulong sila," he said.
"Kailangan natin suriin talaga saan ba ginamit ang pera, saan ito napunta. Kung napunta ito sa tama, at nakita naman natin na good intentions at good faith naman talaga ang paggamit nito, then we should allow them to do their work and focus on the problems of the country. Pero kung ang perang ito nabulsa, napunta sa mga corrupt, napunta sa mga personal na pangangailangan ng mga legislators o mga tao gaya ni Napoles, kailangan talaga habulin sila ng justice system," he said.
The Supreme Court earlier ruled as unconstitutional several acts under the DAP including the cross-border transfer of funds and the use of the funds for new projects not under the General Appropriations Act.
The discretionary fund earlier hit the headlines when Senator Jinggoy Estrada bared that several senators received some P50 million to P100 million supposedly in exchange for voting to convict former Chief Justice Renato Corona.
Abad earlier said the DAP funds were realigned savings meant to spur government spending.
