Prisons caterer charged with tax evasion

MANILA, Philippines - Tax evasion charges were filed by the Bureau of Internal Revenue (BIR) against a former contractor of the Bureau of Corrections (BuCor) for food services for a total tax deficiency of P215.07 million.

Charged before the Department of Justice (DOJ) was Ziegfried Loo Tian for alleged willful attempt to evade or defeat payment of income and value-added tax (VAT) for 2010 and 2011, deliberate failure to supply correct and accurate information in his income tax return (ITR) for 2010 and quarterly VAT returns for 2010 and 2011, and deliberate failure to file his ITR for 2011.

Tian is the sole proprietor of Golden Taste Food Services and General Merchandising (Golden Taste) which was contracted by the BuCor for catering services from Aug. 17, 2010 to Jan. 16, 2012 for inmates at the Correctional Institution for Women In Mandaluyong City and Davao, Reception and Diagnostic Center, Muntinlupa Juvenile and Training Center, and the Medium and Minimum Security Compounds of the National Bilibid Prisons (NBP) in Muntinlupa City.

Tian received a total payment of P183.23 million in 2010 and P185.48 million in 2011 for the above-stated services, according to BIR Commissioner Kim Henares. When Tian filed his VAT returns for 2010 and 2011, he revealed no amount or figure except the word "EXEMPT," and his input taxes not reported as well, Henares added.

The case against Tian is the 115th filed under the BIR's Run After Tax Evaders (RATE) program under the Aquino administration.
