MANILA - Budget Undersecretary Mario Relampagos is protected by civil service laws.
This was a Palace official's response to criticisms over Relampagos’ continued stay at the Department of Budget and Management despite the filing of cases against him in connection with the pork barrel scam.
Communications Secretary Herminio Coloma Jr. was asked about a recent pronouncement by Budget Secretary Florencio Abad, who said he is still awaiting the Sandiganbayan’s ruling on Relampagos’ fate.
“Usec. Mario Relampagos is a career executive service officer (CESO) who is, by law, afforded security of tenure. Based on Civil Service Commission rules… he is entitled to due process before he may be suspended from office,” he said.
Coloma added that the same principle applies to other government officials and employees covered by CSC rules.
“Merong tinakdang proseso para pangalagaan ang karapatan ng mga naglilingkod sa pamahalaan kabilang dito ang pagsasagawa ng kaukulang imbestigasyon upang alamin kung may batayan para gawaran ng suspensyon ang tinutukoy na empleyado o opisyal; at bukod pa riyan, iyong nabanggit na rin ni Secretary Abad, na hihintayin niya kung merong kautusan ang korte hinggil dito,” he said.
He said he does not know if Relampagos and other DBM personnel charged in the pork barrel scam still report for work.
