Tagle pushes for 'system of qualification, not connection'

MANILA - Manila Archbishop Luis Antonio Cardinal Tagle is pushing for a “system of qualifications” in order to correct the problems affecting the country's political system.

CBCP News quoted Tagle as saying, “Those in positions of responsibility must be competent. Ours must be a system of what you know and can, not of whom you know…a system of qualifications, not connections.”

He noted institutional communitarian governance is done by man, which means this can also be undone by man.

“We cannot excuse a bad system just because it has always been so… It has to change for the better,” he said.

Those who “know someone inside” gets the better deal than those qualified for office, he said.

He said those in authority should practice professionalism.

“There’s no place here for bending the rules to give in to a friend’s request,” he said.

Several quarters are pushing for the anti-political dynasty bill. While
Malacanang knows its relevance, it said the bill is not a priority.

Earlier, Tagle also called on parents to teach their children not to be corrupt.

He said corruption, in the form of bribery, sometimes begins at home.
