MANILA - President Benigno Aquino III will be certifying as urgent a Senate bill seeking to extend the issuance of notice of coverage for lands that should be covered by the Comprehensive Agrarian Reform Program (CARP).
Presidential spokesperson Edwin Lacierda on Wednesday said the certification will be for Senate Bill 2188, authored by Senator Gregorio Honasan.
Lacierda said Aquino on Tuesday met with farmer-leaders Arnel Figueroa (Pesante), Dorita Vargas (Hacienda Canticbil-Manalo), Armando Jarilla (Task Force Mapalad), Organi Biong (Bitangan Estate), Irene Cerilla (Pakikisama), and Maribel Luzara (Kilusang Magbubukid ng Bundok Peninsula); and lawmakers Ifugao Representative Teddy Baguilat Jr. and Akbayan Representative Arlene Bag-ao.
"The President is committed to the full implementation of the CARP. He's committed to the full implementation of land acquisition and land distribution until 2016," Lacierda said.
The CARP will expire on June 30, but Section 30 of Republic Act 9700 states that land acquisition and distribution may proceed for landholdings with pending proceedings even after the terminal date.
