MANILA - Manila 5th District Representative Amado Bagatsing on Tuesday filed a perjury complaint against alleged pork barrel scam mastermind Janet Lim Napoles before the Makati Prosecutor's Office.
In his complaint-affidavit, Bagatsing said Napoles violated Article 183 of the Revised Penal Code when she mentioned his name in her May 26, 2014 affidavit as among those involved in the multibillion-peso pork barrel scam.
He said he could not have implemented any project involving the use of Priority Development Assistance Funds (PDAF) in 2007 since he assumed his post as congressman only on June 30, 2007.
He said the first PDAF allocated to his district was released by the Department of Budget and Management (DBM) only on January 2, 2008.
He claimed that all documents saying that he endorsed projects of the Technology Resource Center (TRC) as implementing agency of Masaganang Ani Foundation, one of Napoles' bogus non-government organizations (NGOs), were fictitious.
He said the documents had forged signatures printed on a generic logo of Congress and used a falsified letterhead of his congressional office.
In her affidavit, Napoles had claimed that the daughter of Rep. Ernesto Nieva received on behalf of Bagatsing the rebate of 40 percent of a PDAF-funded project of the TRC in 2007.
Bagatsing denied knowing Nieva, much less Napoles.
