Roxas camp claims 'Garci' touched PCOS

Manila, Philippines - As Congress gears up to finish the canvassing of votes cast for president and vice-president, the camp of Senator Manuel “Mar” Roxas II made an appeal to delay the proclamation of the winner in the vice-presidential race. 

The Liberal Party reiterated calls for an expanded manual audit to check the authenticity of the results of the automated elections because of the tight race between Roxas and Makati City Mayor Jejomar Binay.
 
In an attempt to persuade Congress, the LP on Friday claimed “funny trends” in election results in the May 10 polls, particularly in the Autonomous Region in Muslim Mindanao (ARMM). See copy of presentation here.
 
In a press conference at Roxas's headquarters in Cubao, Quezon City, the Liberal Party presented IT expert Anton Bonifacio who noted the following findings:
 
1. High voter turnout in provinces won by Binay 
2. High number of null votes in provinces won by Roxas.
3. Irregular timeline—early closure of precincts and “suspicious” transmissions
 
Bonifacio claimed the trends were noticeably prevalent in ARMM provinces.
 
LP campaign manager Butch Abad said the trends bear similarities to the notorious “Hello, Garci” controversy, where President Arroyo allegedly cheated to win the 2004 presidential elections.
 
He said the lawyers of Roxas will push for this on Thursday's joint session.
 
“Remember Hello, Garci, there were many observations. Si FPJ umangal sya na maraming presinto sa ARMM na napakataas ng percentages ng mga bumoboto. Ito yung posibleng indication nagkakaroon ng vote padding. Parang meron na naman ganong pattern sa ARMM. Parang nangyayari ulit ang nangyari nung nakaraan,” said Abad.
 
Congress, sitting as the National Board of Canvassers, has finished canvassing of 207 out of total 278 Certificates of Canvass (COCs). Senate majority leader Senator Juan Miguel Zubiri said they're likely to finish canvassing Thursday night. He said the results of the special elections will not affect the national rankings.
 
In the presidential race, Senator Benigno "Noynoy" Aquino III is leading former President Joseph Estrada by about 4 million votes. 
 
In the vice-presidential race, Makati City Mayor Jejomar Binay is leading Roxas by less than 200,000 votes.
 
Binay received “almost all if not all of the valid votes while Roxas had zero or 1 vote” in 6 precincts in ARMM according to Bonifacio's powerpoint presentation.
 
These precincts are in Tagoloan II, Bumbaran, Malabang of Lanao Del Sur, Datu Odin Sinsuat of Maguindanao, and Tabuan-Lasa of Basilan.
 
The Liberal Party (LP) campaign manager stopped short of accusing the camp of Makati City Mayor Jejomar Binay of cheating the polls. He said, however, that the suspicious trends favored Binay at the expense of Roxas.
 
Binay won in ARMM with 392,742 votes. Roxas got less than half or 134,218 votes.
 
“We're not making any such accusation. We are only raising questions.... Kawawa din ang mapro-proklama, dahil may cloud over his proclamation,” said LP campaign manager Butch Abad.
 
“Number one, the statistical improbability of all voters voting 100%. Depekto ba ito ng sistema o baka naman may nakialam sa mga makinang ito?,” Abad added.
 
ABS-CBNNews.com earlier reported that 31 clustered precincts had ‘perfect attendance’ on election day, meaning 100 % of all registered voters for those precincts voted. Most of the 31 precincts were located in the ARMM. 
 
Abad also stressed that they are not questioning the apparent victory of Senator Benigno “Noynoy” Aquino III. Roxas lawyer Joey Tenafrancia said the numbers won't affect the presidential race.
 
Bonifacio admitted he only studied the results of the VP race.
 
“Malaki ang magiging magnitude ng epekto nito sa kasalukuyang bilangan. It can easily change the course of the vice-presidential race,” said Abad.
 
“Di kaya nagkaroon ng konting dagdag sa ilang ARMM provinces at ilang bawas sa ilang provinces naman? Baka imbes na ang dagdag bawas ay mawala, baka ibang sistema lang,” added LP secretary general Chito Gascon

The lawyer of Roxas, Jose Tenefrancia, sought an expanded manual audit of the election results.
 
“We would want that completed before proclamation,” he said.
 
Meanwhile, the Binay camp said Roxas should file an election protest “if he has proof of irregularities in the May 10 polls.”
 
“The LP is merely engaging in a desperate propaganda drive that will not alter the outcome of the canvassing being conducted by Congress,” a statement by the Binay camp said. 
 
Congress, sitting as the National Board of Canvasers, is geared to finish the canvassing Thursday night and then proclaim the winners early next week. – abs-cbnNEWS.com
