P300M under Arroyo's agriculture program misused, lawyer says
MANILA - He may no longer be the lawyer of whistleblower Benhur Luy but Atty. Levito Baligod is building up another case on an alleged anomaly worse than the pork barrel scam.
On ANC's "Beyond Politics," Baligod claimed that at least P300 million under the Ginintuang Masaganang Ani (GMA) program was misused.
The GMA program was put up under the Arroyo administration.
Baligod claims that the alleged corruption involves the Department of Agriculture and its corporate arm, the now-abolished National Agribusiness Corporation (NABCOR).
He said the alleged anomaly is worse than the multibillion-peso pork barrel scam.
"Ito, mas vicious. Sa PDAF, we have 3 indispensible participants, Mrs. Napoles, legislator, and the implementing agency but in this case they are rolled into one," Baligod said.
He said the GMA program had 3 components, with P1 million dedicated to technical studies.
"They used NGOs as conduits. Pinalabas nila na itong mga NGOs na ito ang nagconduct ng technical study. Pero yung technical study, ginawa ng mga employees din ng DA at doon pa sila nagprint ng mga so-called technical study," he said.
He claimed that bogus NGOs took a 3% commission while 97% was pocketed by corrupt agriculture department officials.
"Iyung officials ng DA na mismo ang naghanap ang naghanap ng NGO," he said.
"Nag-withdraw sila ng pera, nilagay nila sa shelf ng head of agency, at may mga pumilang legislators na tumanggap ng pera. At ang nagbigay ng pera ay yung isang witness. At yung listahan pa ay handwritten nung head of agency."
Baligod said he found out about the alleged GMA fund scam from two NABCOR officials who sought his help in submitting sworn statements on the pork barrel scam.
He said an official from NABCOR will come out soon to link alleged pork barrel scam queen Janet Lim Napoles to heads of implementing agencies and some lawmakers. - with reports from Lynda Jumilla, ABS-CBN News; ANC
