Palace clears Abad in DAP controversy

MANILA - The Palace absolved Budget Secretary Butch Abad from wrongdoing after Navotas Rep. Toby Tiangco accused him of being liable for Disbursement Acceleration Program (DAP) funds that allegedly went to non-government organizations linked to Janet Napoles.

Deputy presidential spokesperson Abigail Valte said it was the concerned senators who nominated the projects and that Abad did not choose the agencies that would execute the projects.

"One, they were the ones who identified and second they were the ones who requested that the agency in the beginning, it was supposed to be Department of Agriculture] and they transferred it to NLDC (National Livelihood Development Corporation). From what I understand there are documents to that effect," Valte said.

"Secretary Abad was not the one who identified the agencies kung saan pupunta, kung ano 'yung mage-execute ng programa."

Tiangco has dared House Speaker Feliciano Belmonte and Abad to divulge the names of the members of the House of Representatives who availed of the DAP.

Several groups have questioned the constitutionality of the DAP before the Supreme Court.
