MANILA - Sen. Antonio Trillanes doesn't want Ruby Tuason admitted to the Witness Protection Program just yet. First, she has to take a lie detector test.
In a phone interview with Senate media, Trillanes said he felt Tuason wasn't quite a "slam dunk" testimony as described by Justice Secretary Leila de Lima.
He said Tuason's statements lacked the type of detail that characterized the earlier testimonies of whistle-blower Benhur Luy and other former employees of alleged pork scam mastermind Janet Lim Napoles.
"Lahat, kahit na ano sinusubukan ko siya malalaman mo yung willing na witness gaya ni Benhur Luy . Even the mother of Benhur yung mga detalyeng nasa bathtub kinukuha, mga ganun. What seems to be trivial details show, proves the credibility of the witness. Very vague siya sa mga kwento niya. The details she would always consult with Benhur or kanyang affidavit. Di puwede iyan. That will not stand in court. I don't believe na wala siyang naalala. This phase in her life is quite traumatic. She'd be forced to reconstruct everything"
"Hindi maganda yung kutob ko when I heard her. In fact, I was giving her a chance to say everything. I figured she just said so much sa affidavit, she was holding back till yesterday. Manipis storya niya."
Trllanes said Tuason's testimony only pins down Senator Jinggoy Estrada and potentially saves Senator Juan Ponce Enrile.
He said one possibility is that Enrile might be helping Tuason.
"Naghahanap ako ng possible explanation. Humingi siya ng tulong kay Estrada, di siya tinulungan. Baka tinulungan siya nung isa. Ayan. And suddenly, she can afford paying P40 million. Kailangan akong kumbinsihin, the only way we'd be convinced is through the testimony. I'm not saying...yun lang ang speculation ko. Yung tulong na yun to get her out of the case by turning into a state witness and the etong may extra ano pa na bayad sa ano to make it more acceptable. Baka dun nadala Witness Protection Program, sa isosoling pera. [Ma]daling may magbayad nun, yung principal accused can very well afford to pay," he said.
Nadala kasi lahat sa hype na 'this is it, this is another breakthrough.' Socialite pa. Kailangan muna niyang sabihin [lahagt]. [She should] Live up to expectations."
Trillanes said Tuason was potentially a perfect witness but that she went out of her way to be evasive. He said the public would be shortchanged by her testimony if she is accepted into the Witness Protection Program (WPP).
The senator said Tuason should undergo a lie detector test before she is admitted to the WPP completely.
"Dapat mataas ang standard natin sa pag accept ng witness. Provisional yung kanyang entry into the WPP. She's giving us enough half-truths so her cases will be dropped once she gets into WPP… Isama muna sa case, wag muna admit sa WPP. Kailangan makumbinse tayo ng husto," he said.
Trillanes said the accused in the pork barrel scam could be turning against each other. He said that even without Tuason's testimony, there is already probable cause for plunder.
